The Public Health (Wales) Act 2017 defines each of the following activities as “special procedure”:
- acupuncture;
- body piercing;
- electrolysis
- tattooing
An individual who performs a special procedure on someone else in the course of a business must have a licence granted by the local authority. The licence must specify the premises where the procedure is performed. When the Public Health (Wales) Act was passed, there was an exemption from the requirement for a licence in the case of procedures performed by members of regulated healthcare professions including pharmacists and pharmacy technicians.
Under The Special Procedures Exempted Individuals (Wales) Regulations 2024 which came into force on 29 November 2024, pharmacists, pharmacy technicians and certain other healthcare practitioners (including pharmacy students) are no longer exempt from the need for a licence.
