David has been Chair of the Pharmacy Law & Ethics Association since 2017. He is a solicitor who specialised in pharmacy law until he retired from practice in 2018. He is co-editor and co-author of Dale and Appelbe’s Pharmacy & Medicines Law. David was appointed a Deputy District Judge in 2000 and deals with civil cases in local County Courts. In 2022, David was appointed Honorary Professor of Pharmacy and Medicines Law at the University of Nottingham. David’s interests include family, Chelsea FC, history, and theatre.

Matthew Boyd is Vice Chair of PLEA. He is Professor of Medicines Safety at the University of Nottingham School of Pharmacy. He heads up the Division of Pharmacy Practice and Policy, and is Faculty Lead for Fitness to Practise, overseeing Medicine, Nursing, Midwifery, Pharmacy, Physiotherapy, Dietetics, Sports Rehabilitation, and Veterinary Medicine.

He started his career as a community pharmacist taking an early interest in patient safety and the human factors aspects of errors. His research and teaching interests continue to work on these important areas. Matthew is a Fellow of the Royal Pharmaceutical Society and led the working group that produced the Royal Pharmaceutical Society publication “RPS guidance on ethical, professional decision making in the COVID-19 Pandemic”. Matthew regularly contributes to student and registrant fitness to practise processes and has represented PLEA in several GPhC consultations.

Isaac is a pharmacist and bioethicist. He is a Teaching Fellow in Clinical Pharmacy at Liverpool John Moores University. His current ESRC-funded research explores conscientious objection in pharmacy practice and policy, but has interests spanning bioethics, healthcare law, empirical ethics methodologies, and novel approaches to supporting ethical reflection and deliberation amongst students and practitioners. As Secretary of PLEA, Isaac is a key point of contact for any queries you may have, including those related to membership and the website.

Susan is a solicitor with considerable experience in advising pharmacists and pharmacy companies. She represents pharmacists in proceedings before the General Pharmaceutical Council and associated appeals. Susan is regularly instructed in applications and appeals in relation to inclusion in the Pharmaceutical List (market entry applications) acting as solicitor advocate. She also has expertise in NHS England conduct issues and advises on inquests, administrative law (including judicial review) and acts for healthcare professionals in relation to prosecution

Louise is Assistant Professor in Pharmacy Practice at the University of Nottingham School of Pharmacy and School lead for Pharmacy Law. She is a consulting editor for Dale and Appelbe’s Pharmacy & Medicines Law. In 2023 Louise established the Professor Joy Wingfield Annual Memorial Lecture in memory of PLEA’s founder. She is a GPhC registered pharmacist with extensive experience in community pharmacy practice and pharmacy education. Her research focuses on patient care and medicines safety for prescribed opioids, community pharmacist roles, and pharmacy services.

Rach is a member of the PLEA Executive. She has the perfect dual qualification for PLEA, having qualified as a pharmacist in 2009 and subsequently as a solicitor. She is professional editor of the British Journal of Professional Regulatory Law and a member of the Pharmacy Quality Group and the Medical Cannabis Clinicians Society. She holds credentials as a responsible person in Good Distribution Practice.

Andrea, a partner at Keystone Law, is a noted expert in professional discipline and healthcare regulatory law. The main focus of her work is defending healthcare professionals at fitness to practise proceedings before their regulatory bodies, including pharmacists and pharmacy technicians before the General Pharmaceutical Council. Andrea also advises community pharmacies in connection with a wide range of non-disciplinary matters including Inquests, CQC registration and enforcement action, patient complaints and claims, NHS England market entry processes, MHRA compliance and investigations and Judicial Review proceedings.

I am a registered pharmacist I started my career working for Boots in various management and training roles. I started at Kingston University in 2014 teaching in the Pharmacy Practice team and am currently Associate Professor and Law and Ethics lead. I am actively involved locally and across South London in community pharmacy practice, and evaluation of pharmacy services. My PhD focused on the creation of a framework to support planning, delivery and evaluation of learning events.

Nigel is a Registered Pharmacist and Senior Mentor for the RPS. He is an established recognised Expert Witness. His spheres of competence include; Controlled Drugs (both licit and illicit). Community Pharmacy (Commercial, Reimbursement and Negligence). Wholesale and Prison Pharmacy. Appliance Contractors and Dispensing Doctors. An Expert Witness at the Shipman Judicial Inquiry and an author of textbooks on Controlled Drugs. Also, a specialist in Market Entry appeals and advocacy at NHS Resolution hearings. A leading authority on Dispensing Doctor practice.

Samantha is a senior leader with a wealth of strategic and operational expertise. She has over 25 years of experience in clinical practice, policy, pharmacy education, and workforce development. She is passionate about equality, diversity, and inclusion, and actively supports research and clinical leadership across systems in collaboration with a broad range of stakeholders. Samantha has worked in multiple sectors of pharmacy during her career and served on the RPSGB Health Committee, GPhC Fitness to Practise Committee and GPhC Council. She is a Fellow of the Association of Pharmacy Technicians UK (APTUK), a Co-Founder of Pharmacy Technicians of Colour (PToC), and a mentor to others in the profession. Her commitment to social justice and equity drives her efforts to break down barriers to inclusion for all.

Mangalpreet is a distinguished pharmacy professional with extensive experience across a broad range of pharmaceutical settings. He is a passionate educator at Aston University, focussing on healthcare law and public health. Beyond academia, he holds several voluntary board-level positions, offering expert advice and strategic consultancy. Mangalpreet maintains an active role as a clinical pharmacist and independent prescriber, allowing him to merge theory and clinical practice, enriching his teaching with practical insights
